REPORT ON ORDINANCE NO.17 OF 1897.

I have examined the accompanying Ordinance,

"An Ordinance to prevent the spread of Infectious

Disease arising from the consumption of contaminated

or unwholesome milk."

and I am of opinion that the Ordinance is one which is not

contrary to the Governor's Instructions.

The object of this Ordinance is to enable

the Medical Officer of Health, properly to supervise the

Dairies and Milk supplies of the Colony. Section 3 follows

the lines of section 4 of the English Act, 53 & 54 Victoria

C 34 with such alterations as local circumstances render

desirable. As, e.g. the substitution of "the Governor in

Council" for the English "local authority".

I append a copy of the printed "Objects and

Reasons" which were appended to the Bill.
